You got to like deposit every single day of the month to be eligible. I also think it's the top 5,000 EXP-ranked users who deposit as well, so if you did deposit each day of the month like you claimed to have then you may be like #6,000 or something.
You just leveled up recently, so that means you probably missed a week or two.
